FUNDING APPLICATIONS

Housing Opportunities for Persons with AIDS (HOPWA)

The City of Columbia is accepting applications for the FY 2024-2025 Housing Opportunities for Persons with AIDS (HOPWA) Grant Program.  Funding from the U.S Department of Housing and Urban Development (HUD) is available annually and the City estimates $1,892,037 in new allocation. Eligible activities in Columbia Eligible Metropolitan Statistical Area (Calhoun, Fairfield, Kershaw, Lexington, Richland and Saluda Counties) must meet the criteria as outlined in 24 Code of Federal Regulations Part 574.300. Applications will be available December 21, 2023 at https://communitydevelopment.columbiasc.gov/hopwa/ and submitted electronically through Zoom Grants. FY2022 Consolidated Annual Performance & Evaluation Report (CAPER)

Public Comment Period:
August 25, 2023 – September 25, 2023

In accordance with the federal regulations, 24 CFR, Part 91, the City of Columbia is preparing a draft Consolidated Annual Performance & Evaluation Report (CAPER) for Fiscal Year 2022-2023.  The City of Columbia announces a 30-day public comment period to review the draft 2022 CAPER for the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) along with other Disaster Recovery (DR/MIT), CARES Act (CV) and American Rescue Plan (ARP) funding.  The purpose of the CAPER is to allow the public an opportunity to review and comment on progress, achievements and expenditures of the federal CDBG, HOPWA, HOME, CDBG-DR, CDBG-MIT, CDBG-CV, HOPWA-CV, and HOME-ARP programs in the City of Columbia. To encourage public input, a Public Hearing will be held:

A summary of all citizen comments will be included in the 2022 CAPER to be submitted to HUD on or before September 30, 2023.
