Appendix A: MARKET STUDY NEEDS ASSESSMENT REPORT GUIDELINES CLARIFICATIONS
- A Market Study Needs Assessment Report is required on ALL application submissions. This includes applications for rental and homeownership.
- For projects consisting of twenty (20) or fewer units, the City will accept a needs assessment completed by the applicant.
- For projects consisting of twenty-one (21) or more units, a needs assessment completed by a third party is required.
PHASE I and Part 58 Environmental Assessment
The City of Columbia Community Development Department recognizes that there are challenges with submitting EAs within the timeline requested. If your EA is not submitted as a part of application, please include date of EA engagement and anticipated date of delivery.
We recognize delays are occurring due to a high-level of development activity. We will consider those barriers during the review process.
The environmental review must be in process by the time the application is submitted for HOME NOFA.
